In reply to your letter of 25th. ultimo,

I have the honour to acquaint Your Excellency that the approxi- -mate cost of a suitable Wireless Telegraph Installation on the Pratas Shoal would probably be from £400 to £500, exclusive of the cost of building a house for operating room, engine house and living quarters for the Staff, and for the erection of two

suitable masts.

The only considerable expense in maintaining

the Station would be the wages of the Staff and the necessary repairs to the buildings.

The installation would undoubtedly be of value to the Navy which would share with the Colony the advant- -ages of receiving timely warning of the approach of typhoons, allowing precautions to be taken for the safety of His Majesty's Ships and Naval Establishments. It is not considered, however, that the Station would be of any use to the Navy in time of War.

Arrangements could be made for comunica- -tions to be passed through the Naval Station at Hongkong.

I do not consider that it would be possible for H. M. Ships to render assistance by visiting the Island. According to the Sailing Directions, navigation is at all times very dangerous for all except small craft, and at the time of the year during which the Station would be occupied, the

approach is rendered still more difficult by the thick and hazy

state of the atmosphere.
